Housing Ministry Adopts Electronic System To End Paper-Based Inefficiencies

The Minister of Housing and Urban Development, Architect Ahmed Musa Dangiwa, has disclosed that the ministry has taken a bold step to end decades of inefficiencies by deploying the Electronic Content Management System (ECMS) to replace traditional paper-based processes.

Speaking at the official commissioning of the system, Dangiwa noted that legacy methods of record-keeping had long hindered service delivery, causing delays, inefficiencies, and poor response to the growing demands of Nigeria’s housing sector.

“The new system is designed to provide a robust and secure platform for the management of our critical content, documentation, and records,” the minister explained.

He added that the initiative represents more than just a technological upgrade but a vital component of Nigeria’s broader vision for a digitally enabled government.

According to him, the ECMS will deliver far-reaching benefits, including improved efficiency, transparency, accountability, data security, and environmental sustainability.

“This initiative is a testament to our commitment to the national agenda for digital transformation, which aims to improve governance, enhance transparency, and promote efficiency across all levels of government,” he noted.

Earlier, the Permanent Secretary of the Ministry lauded the commitment of staff to the project, noting that all departments will undergo comprehensive training to ensure effective use of the new system.

He cautioned, however, that the successful implementation of the ECMS will require continuous training, user support, and regular upgrades.

Also speaking, the Head of ICT, Dr Marcus Amiolemen, said the deployment of the ECMS reflects the federal government’s commitment to strengthening institutional capacity, professionalism, and a transparent, merit-based public service.

On his part, the Chairman of Digital Communication Konsult (DCK) Nig. Ltd., the Ministry’s consultant, Dr Abdul Gafar, disclosed that the new system will integrate all existing digital platforms, including the issuance of electronic Certificates of Occupancy (e-C of O), under a unified and secure umbrella.
This, he explained, will enhance efficiency, reliability, and alignment with global best practices.

Gafar commended the Ministry for being a trailblazer in the civil service by embracing digital transformation to strengthen governance and improve public service delivery.
