Metering Rate Rises To 54.3% As DisCos Install 225,000 Meters In Q2

Nigeria’s electricity distribution companies (DisCos) installed a total of 225,631 meters in the second quarter of 2025, the Nigerian Electricity Regulatory Commission (NERC), has disclosed.

According to NERC’s latest quarterly report, the development marked a 20.55 per cent increase from the 187,161 installed in the first quarter.

The report reveals that the Meter Asset Provider (MAP) framework accounted for the largest share of installations, with 147,823 meters, which is 65.5 per cent of the total meters installed during the period.

This was followed by 65,315 meters installed under the Meter Acquisition Fund (MAF) initiative, 12,259 meters financed by vendors, and 234 meters financed directly by the DisCos.

Despite the improvement, NERC noted that Nigeria’s metering gap remains significant.

As of June 2025, only 6,422,933 out of 11,821,194 active registered customers in the Nigerian Electricity Supply Industry (NESI) were metered, representing a metering rate of 54.33 per cent.

The regulator reaffirmed that to protect unmetered customers from arbitrary billing, it would continue to issue monthly energy caps for each feeder across the DisCos.

“These caps determine the maximum amount of energy that can be billed to unmetered customers, based on the energy received by each DisCo and the consumption patterns of metered customers”, the commission said.

The report revealed that 2,474 complaints were lodged at the NERC Customer Complaints Unit (CCU) during the quarter, of which only 1,129 were successfully resolved, a resolution rate of 45.63 per cent.

During the period under review, across all DisCo customer care units, 227,267 complaints were recorded, representing a 10.67 per cent decline compared to 254,404 in the first quarter.

NERC, however, identified metering, billing, and service interruptions as the most common issues reported by customers during the period.
