Nigeria’s New Visa Regime, Expatriate Quota Reforms Will Boost Business Environment — NIS

The Nigeria Immigration Service (NIS), in collaboration with the Federal Ministry of Interior, has engaged stakeholders on the implementation of the expatriate quota reform, a new visa regime, and ..-Amnesty Voluntary Return and Documentation Programme (PAVRDP).

A statement signed on Sunday by the NIS Public Relations Officer, ACI A.S. Akinlabi, noted that a workshop was held on Thursday, October 16, 2025, at the CBN Centre for Excellence, Bayero University Kano (BUK) New Site, and brought together leading stakeholders from the private sector, regulatory institutions, and key government agencies across Kano State.

According to the NIS, the engagement was aimed at deepening understanding of the ongoing reforms designed to promote ease of doing business, enforce regulatory compliance, and reinforce Nigeria’s migration governance framework.

In his welcome remarks, Assistant Comptroller-General, Sani Aliyu Ambursa, who oversees Zone B, welcomed participants and reaffirmed the Service’s dedication to open dialogue and efficient implementation of immigration reforms.

“The Service remains fully committed to effective stakeholder engagement and the seamless implementation of the ongoing immigration reforms,” Ambursa stated.

While delivering the address of the Comptroller-General of Immigration, Deputy Comptroller-General F. U. Nwaneka, who heads the Visa and Residence Directorate, described the Expatriate Quota Reform, New Visa Policy, and Post-Amnesty Programme as key innovations to strengthen migration management and enhance Nigeria’s business environment.

She said, “These reforms are designed to strengthen migration management and enhance ease of doing business in Nigeria.

“We urge private sector operators to fully comply, as adherence will drive transparency, efficiency, and investor confidence in our immigration system.”

The keynote address on behalf of the Permanent Secretary of the Ministry of Interior, Dr. Magdalene Ajani, the Director of Citizenship and Business highlighted that the reforms reflect the Ministry’s renewed drive to improve service delivery and attract investment.

“These reforms underscore the Ministry’s commitment to strengthening migration governance, enhancing service efficiency, and fostering a conducive environment for investment and national development,” she stated.

The workshop also featured technical sessions, including detailed presentations on the Nigeria Visa Policy 2025, the Expatriate Quota Reform, the e-CERPAC and e-TWP Application Process Flow, and ..-Amnesty Programme. An open-house discussion followed, which allowed participants to seek clarifications and share practical insights on implementation strategies.

The NIS assured that it will continue to advance transparent, technology-driven, and business-friendly immigration processes that support national development while fostering collaboration with stakeholders.
