Osun Power Reform Will End Arbitrary Billing, Says Expert

The Executive Director of PowerUp Nigeria, Adetayo Adegbemle, has disclosed that the Osun State Electricity Market Regulatory Bill 2025 would build a fair, transparent, and investment-friendly power market.

This, he said, would protect consumers, drive economic growth, and end years of arbitrary billing and poor service delivery that have frustrated electricity consumers in the state.

Adegbemle, in a statement he sent to NewsNGR in Abuja on Tuesday, said, “By regulating service delivery and addressing issues like arbitrary billing and lack of smart meters, the commission will create a more stable and predictable market environment.

“This will not only boost consumer confidence but also ensure a more viable revenue stream for investors.”

He noted that the establishment of the Osun State Electricity Regulatory Commission (OSERC) under the new law would give consumers a credible platform to seek redress and ensure accountability from distribution companies such as the Ibadan Electricity Distribution Company (IBEDC), which has long dominated electricity supply in the state.

According to him, the new law aligns with the Electricity Act 2023, which devolved power sector authority to states, empowering them to regulate generation, transmission, and distribution within their borders.

“The passage of this bill demonstrates Osun State’s readiness to take control of its electricity destiny. It signals to investors that Osun is open for business, with clear and transparent rules that support fair competition and consumer protection,” he said.

He further observed that by providing regulatory certainty and encouraging investments in renewable and off-grid power projects, Osun would unlock new opportunities for energy access, particularly in rural and industrial communities.

“This reform is a win-win; consumers will enjoy improved service delivery, while investors will have the confidence to commit long-term capital knowing that the regulatory framework is fair, efficient, and locally responsive,” Adegbemle added.

He commended the state government for its proactive steps toward establishing the regulatory agency and urged swift implementation of the new law to ensure that its benefits reach communities and industries across the state.

“With this reform, Osun is not just lighting homes; it’s powering jobs, industries, and economic transformation,” Adegbemle said.
